I think it could cost you more if you let them use their phones, depending on your business model. If you're a high-service business and clients have to see them using their phones the whole time they're working, it will be harder to hang onto your clients. Extra phones on your plan are usually $10/month. You can require your employees to drop their phone off at the beginning of the day and give their emergency contact your phone # and pass it through. That's the hard part, obviously, as a lot of employees will balk at this.
