Define excess paint overspray removal ...

We have a builder that has about 8 townhomes that are in VERY bad condition. The painters got paint EVERYWHERE ... I think they walked around with it on there shoes and did not cover a thing in the house. It is on all stairs, stair rails, floors, shoe molds etc ... The floors are hardwoods, pre-manufactured and cannot be sanded down and restained.We tried everything from denatured, paint removers, nail polish removers and soft scrubbers. Finally ... the only thing that seemed to work was plastic razors and nail polish remover. This townhoome is 2700 sq ft and four stories high (lots of stairs and rails). He is calling us constantly to come back out and redo it (for free) when I have told him this is very excessive and will be extra. He think's that this is all part of a rough and final clean to remove this much oversrpay. How do you define removing "excess" overspray to a builder? Or am I crazy and it is part of the rough and final .... Help! He is driving me crazy!!
