If the solution is not completely washed out of your carpets it can attract additional dirt and can get much worse than it was originally.

"Well, the reasons can be many but the common one's are when you don't vacuum your carpet before steam cleaning your carpets, vacuuming before hand loosens the dust and grime on your carpet. If you don't do it, even though you get your carpet cleaned it still stays dirty.
The second reason is when you call in cheap carpet cleaner who barely have nice quality equipment. The machines they have doesn't suck in the soap and hence when they dry due to the soap still being in there attracts dirt and you carpet gets dirty very soon."
