Office Cleaning

I'm a manager in a construction company. The post-construction clean-up is getting the bulk of the mess and construction dust cleaned is a huge process. The construction was has been cleared, but the dust remains, and the whole office looks messy. Initial clearing up they use to clean the office and the premises but now they remove the bulk mess. Is it the way they usually do the cleaning?
