Having so much sites is OK. I don't know if their content is unique, but there shouldn't be a problem with customers or search engines. They are intended to rank for different areas/search queries, which is why they do not create competition for one another.
Personally, I prefer to have one site that has GEO pages for the different areas. Much nicer, easier to track and keep on track. It is better from the customer point of view because he/she can easily see the main brand page, which if popular enough, will guarantee conversion/sales, etc.
