Google has different restrictions on link exchanges, but exchanging links with another site will not harm you. Only purchasing links in massive.

I do not think that we should be involving our-self in link exchange anymore. Google is pretty smart to find it out and make it invaluable. The best way to exchange link is to give link link from some other website and to take for some other website, which is not linking with each other.

Exchanging links with another site can harm you.

Purchasing massive amounts of links can also harm you, but isn't guaranteed to.

You're making really broad generalizations. Most everyone I've seen post here as of late has an insane amount of opportunities to get really strong links... all local businesses do, but they seem to prefer to bury their head in the sand rather than spend a week doing some serious studying. There are so many up to date articles on acquiring links as a local business that no one has any excuse to have to link exchange or buy links (well the latter is a partial lie, but it depends on your business).

Link exchange is one of the most effective and powerful SEO strategies. When done correctly, it can greatly boost the search engine rankings of your website. I have to ensure that the websites you exchange link are reliable, high PR and high quality.

Don't link with sites that are not pertinent to your business because SE's give such links little to no weight for SEO

I think link exchange is not a good idea anymore. Google nowadays is capable of finding the spam. You should think about exchanging links to improve SEO Ranks.

I think the biggest question to ask when trying to get any link is: "Does this link make sense?" Think about all the big brands out there that have natural link profiles and do as they do, they link out to their suppliers, they link to related businesses that they have a relationship with, they link to informational sites as references. Linking out can be powerful and it's an important practice because it makes your site look more legitimate.

With that in mind seek links from sites that should be linking out to you as a resource. Other businesses in your niche might link to you as a resource if you offer services that they don't or if they don't cover your service area. Think of where you buy your supplies, might they link out to you if you are a good customer? How about your local chamber of commerce website? Rotary club? What about the college you went to? They might link to your "About us" page to show one of their successful graduates. Is your company involved in local causes or charities? Get a link! Do you offer a student discount? Get a link from local college student guide sites.

Also don't be wary of reciprocal links as long as the links make sense. It is not necessarily the case that the links will "cancel each other out" because let's say that the link you are getting on the other site appears on a page with more "link juice" than your page; you come out ahead! All links are not created equal and the vale of a link depends on several factors including: how many incoming links (link juice) the page has, the number of outbound links that appear on the page besides yours and even the position of the link on the page itself. The total juice to the page is divided up between all the links on the page (including navigational links, not just links to other sites) but it's not divided into equal shares. The higher up on the page a link is the more juice it gets, the top left is the best spot to have while the bottom right would be the link receiving the lowest amount of juice.

So, let's apply that to the idea of reciprocal links. Let's say I own a tire shop in Dallas and I'm going to exchange links with a Toyota dealership (also in Dallas.) They give me a link on a page with a lot of link juice, lets say the page is a PR5. Now on that page there are 11 other links total and mine is in the middle. I'm pulling decent link juice there! So I give them a link that is also on a PR 5 page but I have 30 other links on that page and their's gets tacked on to the bottom of the list... I am getting more link juice from them than they are getting from me. This is a valuable link exchange for me. If it was the other way around then it wouldn't be as valuable for me. HTH!

I do not see any importance in exchanging the links as it has very less value and if you are doing this often, then Google may penalize you for this.

Just be careful with link exchanging. You want the link coming to your site to be natural. Also, it's not a great idea to have a page on your site dedicated to links. Especially titling it "Links." If you have to do this, call it resources or something else that explains the types of links you are sharing.

It you seriously want to do some link building and helping other sites build links to their website, start by creating a blog on your site with cleaning tips. And then every once in a while give a plug in to another cleaning company from another city that is not in your direct competition, that shared the tip with you, or perhaps does a good job of executing what you are suggesting. This is a much more natural way to give someone a link.... and this is the best way to ask for links as well.

If you know of others in the industry that have blogs, ask them if you can be a guest writer and write some great content / blog post for them in exchange for letting you put your link within the content.

Anyone interested in getting some free content for their blog?

Link exchanges generally don't do any harm, but can be complicated between two websites if not done correctly.

Don't do it guys! This tactic can get you penalized if Google figures it out.
